Myths of keep increasing an economic growth impacted to people welfare could be figured in a case of Jatigede DAM development, in Sumedang district, West Java. Since it was planned in 1960s, this project was objected to enhance national agriculture development. The DAM project is one of the most important projects located in West Java. However, this sector filled by majority people in countryside, especially who are peasants, is not a major element in this process, including in Jatigede DAM development.

By observing this project, pretexts to convince a community often done. One of practices is enforcement of people to deal with development initiatives without any complaint, and also followed by manipulation acts in the name of people. This case, particularly experienced by Jatigede’s people, explains about development concepts that have been implemented in Indonesia, along regimes, since Soekarno, Soeharto, and others in post Reformasi 1998 era, were remains the same. People simply placed as one of development component, not as a target of development itself, which the target of welfare. It has been happened since preparation phase and its tendency in the future after the project was unveiled in August 2015.
